September 23, 2009


The Public Hearing was called to order at 6:00 p.m. by President Robert Roelli. Roll call: Richard Campbell, Laurie Trevorrow, Arnold Fritsch, John Wienkes, and Donald Ritchie. Russ Zingg was absent. Other members present were Mark Flanagan, Attorney Bob Jackson, Tom and Jan Miller, Cindy Reynolds, and Sarah. Sherry Nagel arrived at 6:05 p.m. Attorney Jackson brought a survey, just completed by Schmit Engineering, for marking the boundaries of Eastman Street and dealing with the overlap of Eastman Street. Attorney Jackson stated that the information has not been reviewed by Village Attorney Eileen Brownlee yet as he just picked up the documentation prior to attending this public hearing. A concern from the public questioned if part of the alley was being closed. The current boundaries will remain the same as the past several years and are just being corrected on paper to be recorded accordingly. Another area to be addressed in the near future is the area currently owned by Frontier FS. Larry Schmit surveyed the metes and bounds of Eastman Street to be where the street currently exists. Board members stated that Attorney Eileen Brownlee will need to review prior to approval.

The Public Hearing adjourned at 6:13 p.m.

President Robert Roelli called a special meeting of the Village of Cobb to order at 6:13 p.m., at the Village Hall, 501 Benson Street, in the Village of Cobb. Roll call. Quorum present. Board members present were Richard Campbell, Laurie Trevorrow, Arnold Fritsch, John Wienkes, and Donald Ritchie. Russ Zingg was absent. Also in attendance were Mark Flanagan and Library Director Sherry Nagel. Motion by Wienkes, second by Campbell to approve posting and compliance with the open meeting law. Voice vote, all in favor, with Zingg absent. Motion carried.

The Special Meeting was called to consider the request for an amended resolution, following the required public hearing, to vacate and discontinue certain portions of Drury Street, Eastman Street, and certain portions of an unnamed 20’ wide alley running north and south through Block 4, Village Cobb Plat in the Village of Cobb to clear up property/street descriptions along Eastman Street uncovered during the property sale process from Cobb Lumber to Reynold’s Feed & Supply plus budget preparations. The information from the Public Hearing was reviewed with Attorney Bob Jackson. Attorney Jackson stated he had not yet forwarded the paperwork to the Village attorney, Eileen Brownlee, for review but would do so the following morning. Motion by Campbell, second by Ritchie to adopt Resolution 2009-09 Amended Resolution to Vacate and Discontinue Certain Portions of Drury Street, Eastman Street and Certain Portions of an Unnamed 20’ Wide Alley Running North and South through Block 4, Village Cobb Plat in the Village of Cobb, Iowa County, Wisconsin contingent upon review and approval by Village Attorney Eileen Brownlee. Roll call vote, 6-0, with Zingg absent. Motion carried.

The Clerk presented an application for an Operator’s License for Nichole Zingg. Background check information provided did not directly affect the license. Motion by Wienkes, second by Trevorrow to approve an Operator’s License for Nichole Zingg. Roll call vote, 6-0, with Zingg absent. Motion carried.

Library Director Sherry Nagel presented the Library 2010 budget requesting a total budget of $21,033, a $218 increase from 2009. Sherry explained that the Library Board had approved a 2% wage increase for Sherry and a 2% wage increase for Library Assistant Karen Fisher. The Library Board also approved 1 additional hour for Sherry per week. Sherry’s current average is 19.6 hours and the Library Board wants to increase that to 20 hours/week. Sherry also explained that the system fees are increasing $553. She also informed the Board that the non-resident revenues increased $1,925. Motion by Wienkes, and second by Campbell to approve the 2010 Library Budget as presented. Roll call vote, 6-0, with Zingg absent. Motion carried.

The Clerk stated that she was unable to speak with Dennis Hampton and had left a message to see if he could attend this meeting or the next Village Board meeting to answer questions regarding a zoning administrator position.

A preliminary budget for 2010 distributed. The Clerk stated this is just a starting point and that the Board needs to make some decisions regarding major improvements, personnel, and debt service. The Clerk reminded the Board that the committees need to meet before the October meeting in order to keep the budgeting process timeline on track. She also explained the timeline for receiving the State/County budget, Southwest Tech budget, and Iowa-Grant School District budget.

An additional bill for Dodgeville Chronicle was presented for the Class 3 publication for the public hearing for the Cobb Lumber property. The Clerk reminded the Board that this bill is to be reimbursed by Attorney Bob Jackson as he previously committed to payment of publication. Motion by Wienkes, and second by Fritsch to pay the Dodgeville Chronicle bill. Roll call vote, 6-0, with Zingg absent. Motion carried.

Copies of an email received from Iowa County Economic Development Director Rick Terrien about an Entrepreneurial Club meeting were distributed.

The Clerk reviewed a Farmland Preservation questionnaire received from Iowa County Planning & Development.

Motion by Wienkes, seconded by Roelli to adjourn. Voice vote. Motion carried. The special meeting of the Village of Cobb adjourned at 7:07 p.m.
