MINUTES
Village of Cobb – Special Meeting
Village Office, Wednesday November 17, 2010 5:30 p.m to 5:45 p.m.
Public hearing was called to order at 5:30 p.m.
Members Attending: President - Robert Roelli, Trustees – Richard Campbell, Russell Zingg, Arnold Fritsch, Kristen Schoville
Members Absent: Donald Ritchie, Mark Esser
Staff Present: Village Clerk – Lori Breiwa
Public Notice for Budget Hearing (Zingg, Schoville): motion carried by unanimous voice vote
Budget Public Hearing was held for the Village of Cobb. No community members attended, and no board members had any questions or concerns.
MOTION (Roelli, Fritsch): motion carried by unanimous voice vote to close the public hearing at 5:33 p.m.
Special Village board meeting was called to order at 5:33 p.m.

Public Notices: MOTION (Zingg, Campbell): motion carried by unanimous voice vote
Committee & Commission Reports – Lori received a resignation letter from Chris Hugill requesting to be taken off from the Cobb-Highland Recreation Board. The village board will have to appoint a new community member at the next meeting. Kris Schoville showed interest in the position. Lori will contact Eileen Brownlee to see if there is any reason that a village board member can not be appointed to the Cobb-Highland Recreation board.
Local Government Property Insurance Fund Renewal- Lori provided the board members with the information on what would be covered if the village chose to add the no-liability sewer back up to the insurance policy. This would add approx $1,250.00 per year to the insurance cost.
MOTION (Zingg, Schoville); motion carried by (5-0) roll call vote to not add the no-liability sewer backup coverage to our insurance policy.
Attorney Response to Comprehensive Plan – Lori had e-mailed Eileen Brownlee to see if she needed to take a look at the Comprehensive Plan before the Village Board approved it. She said it was not necessary to look at the plan itself, but did want to take a look at the ordinance that would be passed. Lori provided her with the ordinance. She said that she would take a look at the plan though if the Village Board wanted her to.
MOTION (Fritsch, Schoville); motion carried by unanimous voice vote to not send the comprehensive plan to Eileen to look at.
Adoption of 2010 Village Budget Resolution 2010-04-
MOTION (Zingg, Schoville); motion carried by (5-0) roll call vote to adopt Resolution 2010-04, the 2011 Budget and establish the necessary tax levies for the Village of Cobb, Iowa County at $127,125 which is a 3% growth applied to the allowable 2009 levy. No additional monies are being levied for debt service payments for 2011.

MOTION (Schoville, Zingg): Motion carried by unanimous voice vote to approve the bills as presented.

MOTION (Campbell, Zingg): Motion carried by unanimous voice vote to adjourn the special meeting of the Village of Cobb at 5:45 p.m.
