MINUTES
Village of Cobb – Regular Board Meeting
Village Office, Monday March 14, 2011 6:00-7:34p.m.
Members Attending: President - Robert Roelli, Trustees – Richard Campbell, Russell Zingg, Donald Ritchie, Arnold Fritsch, Kristen Schoville
Members Absent: Mark Esser
Staff Present: Village Clerk – Lori Breiwa, Public Works Director – Mark Flanagan
Citizens and Delegations-
Chris Rear- spoke on behalf of the Iowa Grant baseball team requesting use of the ball field at Scheper Park on Saturday June 25th (rain date of Sunday June 26th). The tournament would be a fundraiser for the I-G Baseball and I-G Recreation department to raise money. They would hold a 3/4 grade and 5/6 grade tournament, and would also like to use the concession stand to sell hot dogs, drinks, snacks etc. The board asked Chris if the schools insurance would cover them using the concession stand. Chris will look into the insurance and let the board know before the next board meeting.
David Goodspeed- is concerned about how the state budget cuts will affect the village. This topic will be discussed later during the meeting.

COMMITTEE & COMMISSION REPORTS
Library Board – January 18th minutes and March15th agenda’s were reviewed. No update from Village Board Liaison Donald Ritchie.
Iowa County Economic Development-. Arnold Fritsch provided the board members with an update on the Innovation Kitchen in Mineral Point- they have now sold 150 products in 26 states and have become a model for the entire country. They have a full time staff in a 10,000 square foot processing plant.
UNFINISHED BUSINESS
Award of Construction Bid for Community Center Parking Lot- Bart Nies from Delta 3 Engineering informed the Village Board that there were 24 plans had been requested for the Community Center Parking Lot project. The bid opening was held at 5:30 on March 14th at the Cobb Village Hall and 9 bids were opened at that time with Pustina Construction, Cobb WI, having the low bid with Contract #1 $79,530.00, Alternate #1 $5,275.50 and Contract #1 with Alternate #1 $84,805.50
MOTION (Ritchie, Zingg); Motion carried by (6-0) roll call vote to award the construction bid to the low bidder, Pustina Construction.
Discussion was held on loan funding for the project. The board requested the Clerk to obtain interest rate quotes from the Royal Bank - Cobb, Clare Bank - Montfort, and the Livingston State Bank for 7, 10 and 15 year terms. The Clerk will provide those at the April Village Board Meeting.
Well site locations- Bart Nies, Delta 3 Engineering, spoke about the process of drilling for a second well in Cobb. The first step would be a well site investigation report, which would then need to be sent to the DNR. Cost for this would range from $5,500 to $6,000. The next step would be drilling a test well. The entire project usually takes 2-3 years from start to finish with a total cost of $650,000 - $700,000.
MOTION (Zingg, Schoville); motion carried by unanimous voice vote to table the discussion on the well process until a later date.
Iowa-Grant School request for ball diamond use-MOTION (Zingg, Campbell); motion carried by unanimous voice vote to table the decision on the ball diamond use until Chris Rear checks on the whether the schools insurance would cover them using the concession stand during the tournament.
Request for non-vaccination of Barb Ellery’s dog- Barb provided the Village Clerk with a second letter from her Veterinarian regarding the rabies vaccination for her dog Sami. The Clerk forwarded the letter on to Village Attorney Eileen Brownlee. Eileen responded by saying that this second letter is not all that different than the first letter that was submitted and still does not state any of the reasons where an exemption can be granted. Barb Ellery had requested to be telephone during the discussion and placed on speaker phone, this was done and the board informed her that the attorney does not advise them to grant her request to not vaccinate Sami for rabies. Barb stated that she understood the decision and will comply with the request.
Snow Removal- The clerk informed the board that the village’s costs for the February snow storm were submitted to Iowa County. Iowa County will be turning in the total cost to the county to FEMA.
Crosswalk Permit for Hwy 18- The clerk informed the board that she had spoken to Don Durni, a village resident who is requesting the crosswalks. He is going to write a letter because he crosses Hwy 18 every day and is legally blind and would feel more comfortable crossing in a designated cross walk. The clerk will then submit the letter with the application for the crosswalks.
NEW BUSINESS
State Budget Concerns- Initial figures that we have been given are that the village will receive a 8.5% decrease in shared revenue from the state in 2012 and a 10% decrease in highway aids. Some of this will be absorbed by the employee contributions to health insurance and retirement that will be required by the State Budget Bill. The bill has not officially passed, and until it does we will not know the full impact it will have on the village.
Approve Operators License- an application from Tina Johnson was received for an operators license. The clerk is still waiting to get back the results of the background check from the state.
MOTION (Campbell, Fritsch); motion carried by unanimous voice vote to approve the operators license for Tina Johnson pending the background check comes back with no results.
2011 League of Wisconsin Municipalities Regional Dinner Meeting- The Clerk informed the board members of the upcoming 2011 Regional Dinner Meeting for the League of Wisconsin Municipalities that is going to be held on May 5th at the Boscobel Bowl and Banquet at 6:30 p.m. If anyone is interested in attending please let the clerk know so she can send in the registration.
Clerks attendance at LWMMI Policyholder Conference- The Clerk is requesting to attend the League of Wisconsin Municipalities Policyholder Conference on April 14-15th in Wisconsin Dells. The room and meal costs are being paid for by the League. The Clerk would take some time off during the same pay period to insure that no overtime hours would be paid.
MOTION (Campbell, Fritsch); motion carried by unanimous voice vote to allow the clerk to attend the LWMMI Policyholder conference.
Local Gov’t Institute Workshop- The Clerk informed the board of a workshop on Thursday April 28th from 9:00 a.m.-noon at the UW Madison Pyle Center. If anyone is interested in attending please let the Clerk know so that she may send in the registration.
Water & Sewer Disconnections- The Clerk informed the board that the Public Works Director had to post 24 hour disconnection notices on 3 households in the Village. All 3 residents did pay the bill, so no disconnections occurred for the 4th quarter 2010 billing period.
Check from State of Wisconsin for overpayment of Highway Project- The Clerk informed the board that she received a check from the State of Wisconsin for overpayment on the Highway 18 project for $6,683.77.

Iowa County Emergency Management Table Top Exercise – April 9th 8:00 a.m. Cobb Fire Station
Off Road Fuel Tax Claim- the Clerk submitted a claim to the state for 624.1 gallons of off road diesel fuel to be reimbursed the tax paid - $192.85 for the time period of March 2010-January 2011
