Village of Cobb – Regular Board Meeting
Village Office, Monday June 13, 2011 6:00-7:16p.m.


Members Attending: President - Robert Roelli, Trustees – Richard Campbell, Russell Zingg, Donald Ritchie, Arnold Fritsch, Kristen Schoville (via telephone)
Members Absent: Mark Esser

Staff Present: Village Clerk – Lori Breiwa, Public Works Director – Mark Flanagan

Citizens and Delegations-

Tom Pinch & John Kruel, Blackhawk Lake – conveyed their thoughts on including the Town of Highland and the Town of Eden on the Cobb-Highland Recreation Board. Currently the Village of Highland appoints 5 members from the village and the Village of Cobb appoints 5 members from the village.

Sherry Nagel – Sherry was not able to attend the board meeting but she did provide the clerk with the 2010 library statistics which were handed out to the board members. Total library visits increased from 5966 in 2009 to 6692 in 2010. Computer usage has doubled in the past two years, 635 users in 2008 up to 1272 in 2010. During 2010 the library had 50 children’s programs with 932 children in attendance, 6 teen programs with 12 teens in attendance and 18 other programs with 207 people in attendance.

Public Notices: MOTION (Roelli, Fritsch): motion carried by unanimous voice vote to approve posting and compliance with the open meeting law.

Minutes: MOTION (Ritchie, Zingg): motion carried by unanimous voice vote to approve the board minutes from the regular meeting held on Monday May 9, 2011.

COMMITTEE & COMMISSION REPORTS

Library Board – March 15th and April 19th minutes and May 17th agenda were reviewed. No update from Village Board Liaison Donald Ritchie

Cobb-Eden Fire Board Meeting- Minutes were reviewed from March 21, 2011 meeting and the May 23, 2011 agenda.





UNFINISHED BUSINESS

Community Center Parking Lot- Public Works Director Mark Flanagan informed the board that the Community Center parking lot is complete with the exception of the dirt around the perimeter which should be completed within the next week. Bart Nies will be attending our July board meeting to present the final bill and answer any questions.

Plow Truck- Public Works Director Mark Flanagan informed the board that Mark FIllback was unable to order the 2011 Ford F450 that he had quoted us because the 2011 trucks are no longer available for ordering. He is going to order us a 2012 Ford F450 for the same price that he had bid the 2011 at. He will contact us with a delivery date as soon as he is given one.

eCMAR- Public Works Director Mark Flanagan reviewed the eCMAR (Compliance Maintenance Annual Report) with the board. The Village scored a grade A in all categories which resulted in a GPA of 4.0
MOTION (Fritsch, Campbell); motion carried by unanimous voice vote to adopt Resolution 2011-02 approving the 2010 eCMAR.


NEW BUSINESS

Park Maintenance Items- Public Works Director spoke to the board about installing the posts along the driveway closest to Hwy 18 at Scheper Park. Discussion was held on how many posts to put in.
MOTION (Zingg, Campbell); motion carried by (6-0) roll call vote to install 3 to posts along the driveway and purchase “no parking on grass” signs to hang on the posts.

Lightening damage to village office computers- The Clerk informed the board that during the lightening storm the night of Wednesday June 8th lightening struck the cable line and damaged both computers in the Village Office. The computers were taken over to Applied Micro in Dodgeville where they were evaluated. Neither computer could be fixed, but Applied Micro was able to extract all of the files off from both computers and transfer them on to new computers. In addition to the computers, the modem and router needed to be replaced. The Clerk submitted all of the invoices to the insurance company.

July Board Meeting Date- Lori informed the board that she will be in Green Bay for the Municipal Clerk’s Institute during the second Monday of July.
MOTION (Roelli, Ritchie); motion carried by unanimous voice vote to move the July board meeting date to Wednesday July 6th at 6:00 p.m.

Blackhawk Lake Committee- Discussion was held on the request made by Tom Pinch and John Kruel earlier in the evening. Gail Richgels and Diane Aide from Blackhawk Lake Committee spoke about their concerns for including the Town of Highland and the Town of Eden. It was decided that a committee of Donald Ritchie, Robert Roelli and Kristen Schoville will meet on Monday June 13th at 9:00 a.m. at the Village Office to review the Blackhawk Lake documents that we have on file and discuss the possibility of including the two towns.

Iowa County Emergency Gov’t Table Top Exercise- The board members were give the After Action Report that was sent from Keith Hurlbert in response to our tabletop exercise that was held on April 9, 2011. Keith had offered to come to one of our board meetings if we would like him to explain the report to the board. The board requested the clerk to check with Keith to see if he would be available to attend either our July or August board meeting.

Wisconsin Municipal Clerk’s Assoc. Conference- The Clerk requested to attend the WMCA Conference in Wisconsin Dells from August 24-26th.
MOTION (Fritsch, Campbell); motion carried by (6-0) roll call vote to allow Lori to attend the WMCA Conference in Wisconsin Dells from August 24-26th.

Blue Truck- Mark Flanagan informed the board that the blue truck is in need of repairs to fix the front end with an approximate cost of $300.00.
MOTION (Zingg, Roelli); motion carried by (5-0) roll call vote to have the blue truck repaired.

Resolution for Ward Creation- The Clerk presented the village board with Resolution 2011-03 creating one voting ward in the Village of Cobb which will stay in effect until the next federal decennial census in 2020.
MOTION (Zingg, Fritsch); motion carried by unanimous voice vote to approve Resolution 2011-03 as presented.

CORRESPONDENCE & COMMUNICATIONS
-Corn Roast Licenses for July meeting
-LWMMI dividend check-Lori informed the board that we received a dividend check from the League of Wisconsin Municipalities of $293.00
-Iowa-Grant High School Community Service Project- We had approx 20 students here on Thursday June 9th for the high school’s community project day. Some students helped Mark paint picnic tables at the park and other students helped Sherry set up the used book sale at the library. Lori will send a thank you card to Iowa-Grant Schools.
-Iowa-Grant Green House Donation – Public Works Director Mark Flanagan informed the board that Iowa-Grant donated flowers for our planters on Main Street from the Green House. Lori will send a thank you card to Iowa-Grant.
-Iowa-Grant 5th Grade Congressional Hearing – Lori informed the board that she did attend the 5th grade congressional hearing at Iowa Grand in May. She said it was an interesting morning and the 5th graders did a wonderful job.

MOTION (Roelli, Campbell): Motion carried by unanimous voice vote to adjourn the regular monthly meeting of the Village of Cobb at 7:16 p.m.
