MINUTES
Village of Cobb – Regular Board Meeting
Village Office, Wednesday July 6, 2011 6:00-6:40p.m.
Members Attending: President - Robert Roelli, Trustees – Richard Campbell, Donald Ritchie, Arnold Fritsch, Kristen Schoville, Mark Esser
Members Absent: Russell Zingg
Staff Present: Village Clerk – Lori Breiwa, Public Works Director – Mark Flanagan
Citizens and Delegations- Bart Nies, Delta 3 Engineering, informed the board that the community center parking lot is all finished and he is just waiting for the grass to start growing that was planted around the outside of the parking lot. $2000 is being held out of this pay request and will be paid once Bart and the village board are happy with the grass.
Public Notices: MOTION (Roelli, Fritsch): motion carried by unanimous voice vote to approve posting and compliance of the open meeting law.

MOTION (Esser, Campbell): motion carried by unanimous voice vote to accept treasurers’ report as presented.
COMMITTEE & COMMISSION REPORTS
Library Board – May 17th minutes and June 21st agenda were reviewed. Library board liaison Donald Ritchie informed the board that the library has ordered a new bookshelf.
Iowa County Area Economic Development - Arnold Fritsch passed out a packet of papers telling about all of the recent news from the ICAEDC. A few highlights include the Innovation Kitchen receiving a rare honor with having the three state directors of the USDA Rural Development (WI,IL, IA) all meeting at the Innovation Kitchen. There have been 97 jobs connected to the work of the Innovation Kitchen right now, of that total we are helping create 32 jobs for people in our community with disabilities.
UNFINISHED BUSINESS
Community Center Parking Lot- Bart Nies presented the board with pay request #2 from Pustina Construction for $41,481.33 which includes the change order for the additional curb that was replaced in front of the fire station.
MOTION (Esser, Ritchie); motion carried by (6-0) roll call vote to accept the pay request and change order as presented by Bart Nies.
Blackhawk Lake Committee- Discussion was held on the current members of the Blackhawk Lake Committee that are not residents of either the Village of Cobb or the Village of Highland.
MOTION (Ritchie, Roelli); motion carried by unanimous voice vote that the Village of Highland needs to comply with the contract and the current board members who live in the Town of Highland will need to be removed by January 1, 2012.
The village received a resignation letter from Jerry Hasburgh resigning from the Blackhawk Lake board. The village office received names of two village residents who are interested in taking Jerry’s place on the board.
MOTION (Roelli, Schoville); motion carried by unanimous voice vote to appoint Bret Barr to the Blackhawk Lake board.
Iowa County Emergency Gov’t Table Top Exercise- The Clerk informed the board that Keith Hurlbert will be attending the August Village board meeting to talk about the After Action Report.
Plow Truck- Mark Flanagan informed the board that he has not been given a delivery date from Fillback on the truck. Discussion was held on whether or not to send a down payment to Grant Co. for the plow equipment that they ordered and have for the truck.
MOTION (Fritsch, Campbell); motion carried by unanimous voice vote to table the decision on sending Grant Co. a down payment until next month’s meeting.
NEW BUSINESS
Water & Sewer BAN Payment- The clerk informed the board that the water and sewer BAN payment is due at the end of July in the amount of $11,395.00. This will be paid out of the sewer account.
Approval of Operator’s License- Operators License renewal for Russ Zingg, and new Operators License for Kelsey Hildreth.
MOTION (Esser, Campbell); motion carried by unanimous voice vote to approve operators licenses.
Corn Roast Licenses- The Clerk has not received the applications from the fire department. They will have them to us by our August board meeting.
Southwestern Wisconsin Regional Planning Commission annual meeting- will be held on July 26th in New Glarus. Please let Lori know prior to July 15th if you would like to attend so that she can send the registration in.
2% Fire Dues- The Clerk informed the board that she received the check for the 2% Fire Dues which was $842.55. This will be passed on to the Cobb-Eden Fire District.
Audit Results- The Clerk informed the board that Jay Bennett from Johnson Block will be providing the board members with an audit report prior to next month’s village board meeting. He will then be in attendance at the August board meeting to answer any questions that the board may have.

MOTION (Roelli, Schoville): Motion carried by unanimous voice vote to adjourn the regular monthly meeting of the Village of Cobb at 6:40p.m.
