Village of Cobb – Regular Board Meeting
Village Office, Monday December 13, 2010 6:00-7:06p.m.


Members Attending: President - Robert Roelli, Trustees – Richard Campbell, Russell Zingg, Arnold Fritsch, Donald Ritchie, Mark Esser, Kristen Schoville
Members Absent: none

Staff Present: Village Clerk – Lori Breiwa, Public Works Director – Mark Flanagan
Village Residents Present: Jim Riemenapp

Citizens and Delegations-
Keith Hurlbert, the Iowa County Emergency Management Director spoke to the village board about getting an emergency operation plan in place. This is something that Keith would work with the Village on. There will be a disaster exercise in the village in about a year and a half.
MOTION (Ritchie, Fritsch); motion carried by (7-0) roll call vote to start the process of getting an emergency operation plan in place with the help of Keith Hurlbert.
Keith also spoke about the mandate that is going to go into affect 1/1/2013 that will require all radio frequencies to be narrow banded. The Village will need to look to see if they have any equipment with radio frequencies that will need to be updated. Keith is looking into ways to also promote inside weather radios for residents of Iowa County, one idea would be providing residents with a coupon for $5.00 off from the purchase of the weather radio.

COMMITTEE & COMMISSION REPORTS

Library Board – October 19th minutes and November 16th agenda’s were reviewed. No update from Village Board Liaison Donald Ritchie. Lori is going to check with Lisa on when she will be able to contact Applied Micro to get the computer cleaned so that the library can begin to use it.
Cobb-Eden Fire District- Minutes and Agenda were reviewed


Cobb-Highland Recreation Commission- Minutes were reviewed.
The Village Board received a resignation letter from Chris Hugill from the Cobb-Highland Recreation board. Lori will send Chris a thank you note thanking him for the time that he has put in.
MOTION (Fritsch, Campbell); motion carried by voice vote to accept Chris Hugills resignation from the Cobb-Highland Recreation board.


UNFINISHED BUSINESS

Village of Cobb Comprehensive Plan- There were no new questions regarding the Village of Cobb Comprehensive plan.
MOTION (Esser, Fritsch); motion carried by (7-0) roll call vote to adopt the Village of Cobb Comprehensive plan as presented at last month’s meeting.


Snow Bucket- Lori had placed an ad in the Shopping news a few weeks back, but only had 1 person call on the snow bucket. The ad will be running one more week in the farm section this time. Russ also mentioned the possibility of working out a trade for the snow bucket, he would be willing to trade a snow blade for the bucket.
MOTION (Schoville, Cambell); motion carried by voice vote to table the discussion on the snow bucket till next month’s meeting.

Mark Flanagan spoke of the need for a set of chains on the JCB loader that the Village purchased over the summer.
MOTION (Schoville, Esser); motion carried by (7-0) roll call vote to purchase 1 set of chains at an approximate cost of $325-$350.00 for the loader.

Personnel Manual- The board members were given the updated personnel manual at last month’s meeting to review. Discussion was held on the Village’s drug policy, and what rights the village has to fire an employee who does not comply with the drug policy as stated in the personnel manual.
MOTION (Schoville, Fritsch); motion carried by (6-1) roll call vote with Ritchie voting no to adopt the new personnel manual as presented.

NEW BUSINESS

Appointment Cobb-Highland Recreation Board Member-
MOTION (Zingg, Campbell); motion carried by (7-0) roll call vote to appoint Kristen Schoville as a village of Cobb representative on the Cobb-Highland Recreation board.

Tax Rate Information- Lori handed out the final tax rate numbers to the village board members. The mill rate for 2010 properties is .0207852. Tax bills will be going out in the mail in the next day or so.

Animal Licensing Clinic- The village is going to hold an animal licensing clinic at the village office on Saturday January 29, 2011 from 9:00-11:00 a.m. in conjunction with the Iowa County Humane Society and the Dodge-Point mobile vet service.

Tax Collection- Lori is planning to have the village office open on Saturday January 29, 2011 from 8:00-12:00 for tax collection purposes. This will go in conjunction with the animal licensing clinic.

Sequoia Voting Systems Acquisition- Lori informed the board that she received a letter stating that Sequoia Voting Machines has been acquired by another company. This will not affect our relationship with Command Central, who does the servicing etc on the voting machines.

Drill Purchase- Mark informed the board that he picked up a drill at Farm and Fleet the day after Thanksgiving that was on sale. It is listed on the bills for the month of November.
(MOTION) (Ritchie, Campbell); motion carried by (7-0) roll call vote to pay for the drill purchased from Farm & Fleet.

CORRESPONDENCE & COMMUNICATIONS
Lori informed the board that Richland Center Office supply has been sold to Rhyme Office Supply. She was told that this will not affect our service that we have received from Richland Center Office Supply in the past.

ZONING PERMITS
No zoning permits permitted

APPROVAL OF BILLS
MOTION (Zingg, Esser): Motion carried by unanimous voice vote to approve the bills as presented.

MOTION (Campbell, Fritsch): Motion carried by unanimous voice vote to adjourn the regular monthly meeting of the Village of Cobb at 7:06 p.m.
