Regular Monthly Meeting
April 13, 2009
President Robert Roelli called the regular monthly meeting of the Village of Cobb to order at 6:00 p.m., at the Village Hall. Roll call. Quorum present. Board members present were Richard Campbell, Russ Zingg, Tom Miller, and Donald Ritchie. John Wienkes arrived at 6:01 p.m. Laurie Trevorrow was absent. Also in attendance were Mark Flanagan and Arnold Fritsch. Motion by Zingg, second by Roelli to approve posting and compliance with the open meeting law. Voice vote, all in favor, with Trevorrow and Wienkes absent. Motion carried.
CITIZENS AND DELEGATIONS
None
APPROVAL OF MINUTES - Motion by Zingg, and second by Campbell to approve minutes from the regular meeting held on March 9, 2009. Motion carried by voice vote, with Trevorrow absent.

Motion by Zingg and second by Miller to accept the Treasurer’s Reports as presented. Motion carried.
COMMITTEE AND COMMISSION REPORTS
Library Board: The minutes for the February 18th meeting and agenda for the March 17th meeting were reviewed. Laurie Trevorrow was absent from this meeting, so no update was given. Library Director Sherry Nagel had forwarded the Cobb Library statistics for 2008, 2007, and 2006 which are reported on her annual report. The total circulation was up from 2007 by 1,612 with circulation to non-residents up from 2007 by 759.
Cobb-Eden Fire District Board: The minutes for the January 19th meeting and agenda for the March 23rd meeting were reviewed.
UNFINISHED BUSINESS
Steffes Property Request: Attorney Brownlee has been contacted regarding the Village’s position. We are just waiting to hear back from the Steffes party.
Update – Stenner Request: Attorney Brownlee has been contacted regarding the Stenner request. She is requiring the deed of the property to enable creating the lease agreement. After extensive searching, the deed was finally located and will be forwarded to Attorney Brownlee.
Web Site: The Board directed the Clerk to look into the possibility of creating a mission/vision statement and bring back to the Board.
League Dinner/New Officials Workshop: The Clerk reminded the Board of the upcoming League Dinner in Fennimore. The location has changed to the golf course. Roelli stated he would be interested in attending, but will pay for his own way.
Village Board Meeting Dates: Discussion regarding amending the ordinance for Village Board meeting dates since the Clerk was re-elected to the Highland School Board. The consensus of the Board was that the second Monday of the month worked well. The Clerk is to put the ordinance amendment on the next meeting agenda.
NEW BUSINESS
Comprehensive Plan Grant Award: The Clerk informed the Board that a letter was received from Southwestern Wisconsin Regional Planning Commission stating the Wisconsin Department of Administration has approved the Villages grant application for developing a comprehensive plan. Todd Johnson, Community Planning Program Manager of SWWRPC, will be contacting the Village with details as they develop.
Library Concessions: The Library Board is interested in running the concessions for Iowa-Grant softball again this year, as a fundraiser, and requested permission to use the facilities at Scheper Park. Motion by Roelli, and second by Zingg to approve the request. Voice vote, all in favor.
Open Book/BOR: The Clerk informed the Board of the upcoming scheduled dates for Open Book (Friday, April 24th - 3:30 p.m. to 5:30 p.m.) and Board of Review (Thursday, May 14th starting at 6:00 p.m., for a minimum of 2 hours). Village Board members do not need to attend Open Book, but need to attend Board of Review. John Wienkes and Russ Zingg need to be recertified for Board of Review. Information was distributed on various opportunities to renew the certification. The Clerk also informed the members that a WisLine audio bundle and materials may be purchased, which would be less expensive.
Crack Filling: Discussion regarding streets that need crackfilling – especially the new subdivision has lots of cracks that need attention. Mark Flanagan stated that he did not include crackfilling in the budget, since the alleyway definitely needs to be done this year. Mark stated to prevent streets from deteriorating which would be more costly, about $3,800 worth of crackfilling should be done this year. Since the item was not budgeted for, the Board said to bring the item back as we see how the year progresses with expenses.
Leaf Vacuum: Zingg located a leaf vacuum on the Wisconsin Surplus website being sold by the City of Middleton via bidding process. City of Middleton purchased a new machine for $35,000. This leaf vacuum would enable residents to rake their leaves into the street and have the leaf vacuum suck up the leaves – no more bagging and dumping bags at the compost site. Currently, too many leaves are getting into the storm sewers. Livingston has one of these and paid $5,000 for a used machine. Since the item was not budgeted for, the Board decided to just keep doing things as we are now.
Fire Station Air Cleaner Filters: The air cleaner filters, which remove carbon in the fire station, need to be replaced. The Village did not install the system, as the units were installed 5 years ago by the Fire Department when they received a grant. The cost to replace the filters is approximately $150/piece and there are 4 of them. The Board directed the Clerk to send a letter to the Fire District explaining the situation and asking them to replace the filters.
Census 2010 Complete Count Committee/Resolution: Update was given regarding Census 2010. Motion by Ritchie, and second by Campbell to adopt a resolution recognizing the importance of the 2010 census and agree to form a Complete Count Committee to promote the Census to assure that all residents of our community are counted. Roll call vote, 6-0, with Trevorrow absent. Motion carried.
Spring Newsletter Items: The Clerk asked the Board if there were any items to be included in the spring newsletter. It was suggested to look for volunteers for the Smart Growth/comprehensive plan project and the Complete Count Committee.
Zoning Amendment Change: A zoning amendment change was filed by John Reynolds d/b/a 111 Eastman Street LLC to change Parcel #111-0049 & #111-0049.A from R-3 residential to Industrial. Motion by Zingg, and second by Campbell to accept the filing for the re-zone and proceed with publication/notification as required by ordinance. Roll call vote, 6-0, with Trevorrow absent. Motion carried.
Election Results/Oaths of Office: The election results of the April 7, 2009 election were read: Village President, Robert Roelli -61 votes, John Wienkes – 1 vote; Village Trustees, Russell Zingg – 62 votes, Richard Campbell Sr. – 61 votes, Arnold Fritsch – 57 votes, Bruce Fritsch – 2 votes, and Mark Esser – 1 vote. Swearing in and Oaths of Office were completed by Village President Robert Roelli, Village Trustees – Russell Zingg, Richard Campbell, Sr., and Arnold Fritsch.
Unlicensed Animals: Clerk reminded the Board that all dogs and cats are to be licensed by April 1st each year. She will be following up with residents and then turning over unlicensed animals to Cheri Philmore, Iowa County Humane Officer, for action.
Clerk’s Conference: Motion by Campbell, and seconded by Roelli to approve the Clerk’s attendance at the WMCA Clerk’s Conference in Milwaukee August 19-21. Roll call vote, 6-0, with Trevorrow absent.
UW Extension Workshop: The Clerk informed the Board of the upcoming UW Extension Town Officials Workshop. Fritsch stated he was interested in attending.
CORRESPONDENCE AND COMMUNICATIONS
-The Clerk informed the Board that the $125 check was received for viewing the insurance DVD, as requested by the League of Wisconsin Municipalities.
-President Roelli stated that he had been contacted by Russ Feingold’s office to let Village of Cobb officials know they are welcome to contact his office with questions and/or concerns at any time.
-Reviewed letter received from Charter Communications regarding bankruptcy
-Iowa County Humane Society QuadruPedal will be coming through the Village on Sunday, May 3rd and will be using the Little Park for a water/rest stop.
-Accountant Becky Wienkes has filed the PSC Report for the Village
-Clerk reminded the Board that committee appointments will be filled in May. This year chairpersons also need to be appointed for each committee.
-The Board thanked Tom Miller for his years of service to the Village. The Clerk provided snacks and beverages following the meeting in appreciation for Tom’s service.
ZONING PERMITS
Zoning permit was issued to David and Laurie Trevorrow (repairs).
Motion by Campbell, second by Wienkes to approve bills in the General, Sewer, and Water Account as presented. Motion carried.
Motion by Campbell, and seconded by Zingg to adjourn. Voice vote. Motion carried. The regular monthly meeting of the Village of Cobb adjourned at 7:00 p.m.
